Foreign Minister Li Zhaoxing Attends the Ministerial Meeting of the Group of 77

On September 22, 2005, Chinese Foreign Minister Li Zhaoxing attended and addressed the Ministerial Meeting of the Group of 77 at the United Nations Headquarters in New York. This meeting is the first important international meeting to implement the UN Summit Outcome Document and the first high-level meeting of developing nations to push for the fulfillment of development commitments of the Outcome Document. Therefore it attracted great attention. UN Secretary General Kofei Anan, UNDP (United Nations Development Programme) Administrator Kemal Derviş, and Secretary-General of UNCTAD (United Nations Conference on Trade and Development) Supachai Panitchpakdi attended and addressed the meeting. Li put forward suggestions on fulfilling the development commitments. Li said that the international community reached broad consensus on development cooperation, which is the outcome of the solidity, collaboration and common efforts of vast developing nations. To implement these consensus, we should do well in the following areas: I. To strengthen coordination and safeguard the common interest of developing nations. We should strengthen policy consultations and coordination, and increase our participation and influence in international affairs. We should actively participate in the UN reform and urge the UN to identify development cooperation as a priority of its work. II. To focus on priorities and strive for the implementation of the Millennium Development Goals (MDGs). We should urge the developed countries to meet the 0.7% target GNP as Official Development Assistance. We should urge the 6th Ministerial Conference of the World Trade Organization (WTO) to focus upon development and make progress on issues developing members are concerned of. We appeal the international community to fulfill its promise of debt relief for developing countries so that they can get out of the vicious circle of debt payment and create conditions for the sustainable growth of the economy. III. To open new ground and deepen the South-South cooperation. We should strengthen policy exchanges, learn from each other, and support and help each other. We should conduct institutional capacity building and human resources building, strengthen dialogues in the field of macro-economic policies, expand mutually beneficial trade, and upgrade the level of South-South cooperation. Li said that as a developing nation, China is a firm partner of the Group of 77 and has carried long-term and effective cooperation with other developing countries. To support and help other developing nations, Chinese President Hu Jintao declared at the High-Level Meeting on Financing for Development that China will adopt major new measures including granting zero-tariff treatment to certain products from all the 39 Least Developed Countries (LDCs) having diplomatic ties with China; writing off or forgiving within the next two years all the overdue parts as of the end of 2004 of the interest-free and low-interest governmental loans owed by the Heavily Indebted Poor Countries (HIPCs) having diplomatic relations with China; providing US$10 billion in preferential loans to developing countries to improve their infrastructure and promote cooperation between enterprises on both sides; increasing the assistance to developing countries, African countries in particular, by providing them with anti-malaria drugs, and helping them set up and improve medical facilities and train medical staffs; and training 30,000 personnel of various professions for developing countries within the next three years. Li said that China attaches great importance to the cooperation model of the Group of 77+China. China will reinforce the coordination and cooperation with the Group of 77 and strive to safeguard world peace and realize the comprehensive development of vast developing nations. The ministers or representatives of the Group of 77 voiced their views on "implementing the development agenda identified by the UN Summit", spoke highly of the new measures declared by President Hu on assisting developing countries in speeding up development, and called on the international community to work together and take real actions to help developing nations solve their development problems and achieve common development and prosperity of all nations in the world.
