Remarks by Chinese Ambassador SHU Zhan on 63rd Anniversary of Founding of PRC

Rwandan sisters and brothers,

Your Excellencies,

Ladies and Gentlemen,

Good Evening! Welcome to Chinese Embassy! (Umugoroba mwiza, murakaza neza)

This Evening,we are celebrating the 63th Anniversary of founding the People's Republic of China. First of all, together with my colleagues of this Embassy, the Chinese doctors, teachers and engineers, as well as the Chinese community in Rwanda, please allow me to warmly welcome all of you, honorable friends.

Ladies and Gentlemen,

63 years is a short moment, though it is a great one, in China's history of 5 thousand years. As foreigners, they see that China now becomes both the second largest economy and second largest foreign trader of the world. As a Chinese, what I see is the improved quality of Chinese people's life. The life span of Chinese people has been extended by 30 years since the Founding of the People's Republic of China. My grandparents all passed away in their 60s, as we used to say in China that, "It's rare to see a 70-year-old person from time immemorial". My parents are now 87 and 88, however, my father still rides a bike to attend colleague for the elderly, and often asks about the 5 textile mills he designed and built in Africa years ago.

The development of China benefits from the growth of world economy, especially those of Asia, Africa and Latin America. China, being responsible and cooperative, joins with other nations in meeting global challenges. In the past 5 years of world economic crisis, we have not only started many new factories, created opportunities for urban and rural school-learners, more over, China has contributed more than 20% to the revival of world economy. The rapid growth of African countries in recent years is partly correlated with the development of China as well.

Chinais still, however, a developing country; her rejuvenation will not be easy. She has a population of 1.35 billion, one third more than the total population of Africa. To sustain a steady development for China is much more difficult than any other big nations. Like "two heads are better than one", or as a Chinese saying goes, "even a strong man needs three partners", we need support and assistance of others, especially our sisters and brothers from Africa, Asia and Latin America.

In a few decades, China will speed up the transform of development mode and reform of economic structure. China will constantly follow the road of peaceful development, adhere to the independent foreign policy of peace, pursue the mutually beneficial and win-win opening strategy. Together with other countries, we are committed to build a harmonious world of sustainable peace and common prosperity.

Ladies and Gentlemen,

Since the launching of FOCAC 12 years ago, the new type of strategic partnership between China and Africa, characterized by political mutual trust, economic mutual benefit, cultural mutual learning and security mutual assistance, has been deepened into a new stage. China-Africa People's Forum" and "China-Africa Young Leader's Forum" have been conducted twice and become a mechanism. China-Africa joint research and exchange program sponsors 100 research projects. 200 universities from China and Africa set up sister universities. The mutual understanding between Chinese and African peoples enhanced a lot. Over 40 regular flights fly between China and Africa every week. More than 700 thousand Chinese visitors come to Africa, while 400 thousand Africans visit China every year.

Despite the world economic depression, China-Africa trade and cooperation flourishes, and makes contribution to the revival of world economy. The Trade volume between China and Africa expands (from 10 billion USD in 2000) to 166.3 billion USD in 2011. China has remained the first biggest trading partner of Africa during the last 3 years. Up to April this year, Chinese investment to Africa reached 15.3 billion USD, thirty times that of ten years ago. More than 2000 Chinese firms invested in over 50 African countries. Both the quantity and quality of China-Africa economic cooperation leap to a new height, and the two become closely-interconnected, on the same boat.

Ladies and Gentlemen,

This year, China and Rwanda are further closing their ties.

In January, one of Chinese toppest leader Mr. Li Yuanchao, visited Rwanda. In May, Minister of Foreign Affairs and Cooperation Louise Mushikiwabo visited China. In July, Minister of Finance and Economic Planning John Rwangombwa Planning attended FOCAC 5th Ministerial Meeting. Just two weeks ago, H. E. President Paul Kagame visited China once again, introducing the "vision 2020 for Rwanda" to entrepreneurs, scholars and media of China and the world.

In the first half of year 2012, the trade volume between China and Rwanda reached 83 million USD, with a growth of 8.3%. The China-Rwanda Agricultural Demonstration Center in Huye has offered a dozen of workshops for 436 Rwandans. 1 thousand local farmers benefit from their agriculture skills, among them many have alleviated poverty by the skill they learned in the center. The Masaka hospital also goes into operation. Chinese medical team now has 16 Chinese doctors working in Masaka and Kibungo, and treated thousands of patients. The ground was broken for the Musanze TVET School. And now, we have 6 new projects under construction. I believe, with joint efforts of both China and Rwanda, the cooperation will rise to new height.

Ladies and Gentlemen,

As friends of Rwanda, we are glad to see that, Rwanda's economic growth has maintained over 7% in the last 10 years, which is very rare in Africa, and even in the world. The Rwandan government shows zero tolerance to corruption, and the country is ranked the 1st clean one in East Africa. Rwanda is also the 3rd most competitive country in sub-Saharan Africa and 1st in East Africa. Rwanda's poverty reduction and food security have also made great success, 1 million people left poverty. The list goes on and on.

I'm here to assure you that, my Embassy and myself are dedicated to work even hard till the last minute in promoting China-Rwanda relation.
