Speech by Amb. He Xiangdong at the Reception for the 69th Anniversary of the Founding of the People's Republic of China

  Your Excellency Dr. James Wani Igga, Vice President of Republic of South Sudan,

  Honorable Ministers, Ambassadors, heads of UN agencies and international organizations and Colleagues from the diplomatic corps,

  My fellow Chinese citizens,

  Distinguished guests,

  Ladies and Gentlemen:

  Good afternoon.

  Welcome to the Chinese National Day reception marking the 69th anniversary of the founding of the People's Republic of China. On behalf of my wife and myself, allow me to express my sincere gratitude to all of you present here.

  On this day 69 years ago, Chairman Mao Zedong solemnly declared the founding of the People's Republic of China, put an end to a century of wars and humiliation. Under the leadership of the Communist Party of China, the Chinese people have been undertaking a great journey of hard working and building a prosperous and strong country.

  This year also marks the 40th anniversary of China's Reform and Opening up. The most rapid and spectacular progress has been achieved in the past forty years. During the past four decades, China's GDP has grown by 225 times to 12 trillion USD, being the second largest in the world. In 2017, China's GDP accounted for 16% of the global GDP, up from 1.8% in 1978, contributing more than 30% of the global economic growth. China's development has not only changed the outlook of China itself, but also contributed significantly to peace, stability and prosperity of the world as a major stabilizer and driving force for global economic growth. Since 1978, 740 million Chinese people have been lifted out of poverty, or more than 70% of the world's total in the same span of time, writing a Chinese miracle and one of the greatest stories in human history of poverty alleviation.

  As President Xi Jinping stated, China's door of opening up will not be closed and will only open even wider. China will continue to grow an open economy for win-win cooperation, and it will embrace an open world economy and the multilateral trading system and reject protectionism and unilateralism. As a responsible major country, China actively fulfill its due responsibility and duty in international affairs; China will honor its promises in countering global climate change and actively push forward the common construction of the "Belt and Road"; China will act as a builder of world peace and a contributor to global development, and an upholder of the international order. The Chinese people are willing to join all peoples of the world in creating a beautiful future of greater prosperity and greater peace for mankind.

  Ladies and Gentlemen,

  2018 is a significant year for the development of China-Africa relations. The Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) was successfully held in China last month. All FOCAC leaders agree to jointly build an even stronger China-Africa community with a shared future and forge an even stronger comprehensive strategic and cooperative partnership. China and Africa will comprehensively enhance pragmatic cooperation focusing on the implementation of the eight major initiatives. The eight major initiatives emphasize that China will devote itself to strengthening cooperation with Africa in industrial capability, infrastructure, trade and other fields, and at the same time, expanding the cooperation potentials in green development, capacity building, health care, people-to-people exchange, peace and security, etc. In particular, China will see to it that the Belt and Road Initiative and the AU Agenda 2063, the UN 2030 Agenda for Sustainable Development and the development programs of African countries better complement each other. With these efforts, we are sure to promote better and faster China-Africa cooperation with greater development and bring more benefits for the African people.

  2018 is also a significant year for the development of China-South Sudan relations. President Xi Jinping and President Salva Kiir had a fruitful meeting on the sideline of FOCAC Beijing Summit, in which they laid out a grand blueprint for China-South Sudan relations. China always makes it a priority to help South Sudan achieve national stability and development. China is ready to strengthen cooperation with South Sudan in such areas as infrastructure and agriculture, and to encourage more Chinese enterprises to participate in the country's economic and social development. In the past few years, China helped South Sudan complete some projects, including Rumbek Kiir Mayardit Women's Hospital, Rebuilding and Expansion of Juba International Airport, Conference Facility for the Ministry of Foreign Affairs and International Cooperation, Jubek Model Martyrs Secondary School, Juba China Friendship Secondary School, Yapa Primary School, etc. The Renovation and Expanding of Juba Teaching Hospital and some other projects are under construction. Wau Jur River new bridge, and the upgrading and modernization of the broadcast studios in SSBC are under preparation. President Xi Jinping announced that China will provide 300-Million-RMB grant and 100-Million-RMB emergency food aid to South Sudan. We are willing to work with South Sudan to implement the outcome of FOCAC Beijing Summit and the meeting between the Presidents, bringing the bilateral relations to a new level.

  Last month, South Sudan joined the big family of the Belt and Road Initiative. Under the principle of extensive consultation, joint contribution and shared benefits, Chinese government and South Sudanese government will synergize development strategies and strengthen cooperation in infrastructure and other fields. I hope that the joint construction of the Belt and Road Initiative will bring more benefit to South Sudanese people, achieving win-win cooperation and common development of China and South Sudan.

  Ladies and Gentlemen,

  We're glad to see that the RARCSS was formally signed and entered the implementation phase. Only peace and stability can bring the national development and improve people's livelihood. China hopes that all South Sudan parties could put South Sudanese people's interests first, build mutual trust and implement the agreement faithfully, in order to restore peace and stability at an early date. Along with the international community, China is willing to support the implementation of RARCSS within its capacity. China will continue to support the peace process in South Sudan and provide support for African regional organizations' mediation and monitoring mechanisms on the South Sudan issue.
