By Hon. Deng Dau Deng Malek, Acting Minister (MFA/IC)
Your Excellency Hua Ning, Ambassador of the People’s Republic of China to the Republic of South Sudan, through you and the entire staff of your Embassy, allow me on behalf of His Excellency the President Salva Kiir Mayardit, my Government and the people of the Republic of South Sudan and on my own behalf to warmly congratulate His Excellency the President Xi Jinping, the Government and the entire people of the People’s Republic of China on the Occasion of the 70th Anniversary of the Founding of the People’s Republic of China. We gathered here today in a joyous mood for this magnificent occasion to mark the 70th anniversary of the Founding of the People’s Republic of china. It is my great pleasure and appreciation to have been delegated by His Excellency the President to deliver this message of solidarity to celebrate this historical event with you.
Over the last 70th years under the leadership of Communist Party of China, and with collective and united strength, the Chinese people have promoted socialist ideals, achieved an enormous national socio-economic development and rejuvenation, and blazed a path of socialism with Chinese characteristics . His Excellency the President Xi Jinping launched the Belt and Road Initiative aimed at promoting cooperation among friendly countries as well as common development for countries and regions, safeguarding and developing an open world economy, promoting an economic globalization which is open, inclusive, balanced and beneficial to all, and building a community with a shared future for mankind. China has also signed cooperation agreements with international organizations and many countries including the Republic of South Sudan to built economic and trade cooperation zones.
As a result, the Republic of South Sudan had become one of the top beneficiaries of the Belt and Road Initiative and our country received the supports and development of key projects such as Salva Kiir Mayardit Women’s Hospital in Rumbek, Modernization and Expansion of Juba Teaching Hospital, construction of meeting hall building in the Ministry of Foreign Affairs, on-going training and capacity building for South Sudanese Human Resource in China, the expected building of Air Traffic Management- ATM at Juba International Airport, building of SSBC Studio, construction of Jur River Bridge in Wau and the Juba International Airport phase I & II and Shandong Hi-Speed Road Construction from Juba to Bahr El Gazal just to name the few. China has also granted financial resources for other national projects such as drilling of water boreholes in Yei River State, Eastern Lakes State, Terkeka and Jubek State respectively.
The two sisterly countries had signed agreements on many bilateral issues including Cooperation between the South Sudan’s ruling party Sudan People’s Liberation Movement (SPLM) and the Communist Party of China with the view to strengthening cooperation and exchange of experiences in various fields. They also signed economic and technical cooperation within the Framework of the Silk Road Economic Belt and the 21th Century maritime Silk Road Initiative, with the aim of promoting exchange of goods, technology, capital and personnel through mutual connectivity. In general the bilateral relations of our two sisterly countries are strategically at its best at the moment rather than any time before as the Government of the Republic of Sudan has established two offices to enhance these special relations. We as Government and people of the Republic of South Sudan would appreciate the supporting role China has been playing in the peace process, as it is the only country among other five permanent Security Council members, who had endorsed the South Sudan Revitalized Peace Agreement, and is currently contributing with a contingent in the United Nations Peace Keeping Mission in South Sudan (UNMISS).
We are willing to share the successful experience and formula China has applied to achieve socio-economic development in formulating our strategic plan for national economic and social development. We are ready to work closely with the Government and people of China to build a community with shared values, move towards a new order of international relations and build an open inclusive, clean and beautiful world that will enjoy lasting peace, universal security and common prosperity. The Government and the parties to the Revitalized Peace Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) are committed to form the Revitalized Transitional Government of National Unity (R-TGONU) come November 12, 2019 . The recent face to face meeting of President Salva Kiir Mayardit and Dr. Riek Machar was the demonstration of this commitment. And the SPLM/IO has moved its offices to Juba. Finally may I through this occasion reaffirm the full commitment of the President for the implementation of the Revitalized Peace Agreement on the Resolution of the Conflict in the Republic of South Sudan.
