The grand ceremonial events held nationwide to celebrate the 70th anniversary of the founding of the People’s Republic of China on the National Day, October 1, 2019, come under the global spotlight. Marveling at the brilliant achievements China has made, people may be curious to know the secrets behind China’s miracles in such a short time span of seven decades. The key to China’s spectacular success over the fruitful seven decades lies in “four secrets”.
The first is the role of the Communist Party of China (CPC) as a powerful leadership core. The ruling CPC has been staying true to its original aspiration of seeking benefits for Chinese people, realizing the rejuvenation of the Chinese nation and pursuing the common good of the world, and been committed to its role as a leadership core to exercise overall leadership and coordinate the efforts of all involved. The CPC governs the country in all aspects. “The CPC exercises overall leadership over all areas of endeavor in every part of the country”. It is CPC’s firm leadership that coordinates all departments, regions, sectors and all sides to create a synergy for practical progress in various causes, strikes a balance between the rights and interests of all ethnic groups, parties, groups and classes, and unifies all Chinese people as one to ensure overall planning and nationwide concerted efforts.
The second is the superiority of the system of socialism with Chinese characteristics. As Chinese President Xi Jinping pointed out, “the system of socialism with Chinese characteristics is a fundamental institutional guarantee for progress and development in China today, and an advanced system with distinct Chinese characteristics, notable institutional strengths and a strong capacity for self-improvement”. The fundamental political system of people’s congresses guarantees the opportunity for hundreds of millions of Chinese people to become masters of their country, and effectively manage and extensively get engaged in state governance and social governance.
The basic economic system, whereby public ownership plays a dominant role and economic entities under diverse forms of ownership develop side by side, liberates and develops social productive forces to maintain long-term economic growth at a rapid pace.
Other basic political systems, such as the system of CPC-led multiparty cooperation and political consultation, the system of regional ethnic autonomy, and the system of community-level self-governance, effectively coordinate the inter-party relations, ethnic relations, religious relations and relations between people of different social strata, enhances national cohesion, and ensures the long-term social stability and the lasting peace and stability of the country.
The socialist system of laws with Chinese characteristics and the law-based governance safeguard citizens’ fundamental rights and uphold social equity and justice, effectively restrain and supervise state power, and ensure the state is governed under the rule of law.
All abovesaid systems, together with other systems in respect to culture, society and building of an ecological civilization built thereon, make state governance scientific, professional and modernized and ensure both democracy and efficiency.
The third is a package of policies suited to the national conditions. China upholds the policies for reform and opening-up to pursue innovation-oriented development. Chinese President Xi Jinping once remarked that “reform and opening-up was the key maneuver for determining the fate of contemporary China”. Without domestic reform and opening up to the outside world, there would be no Chinese socialism, and the flourishing China we see today would not exist. Taking innovation as the primary driving force and strategic safeguard for China’s development, China has implemented the innovation-driven development strategy to build itself into a country of innovators.
Committed to a “people-centered” approach, China has spared no effort to ensure and improve living standards through development, providing its people with equal access to the fruits of development and working hard to ultimately achieve common prosperity for everyone.
Adhering to the socialist market economy and regulating and promoting economic development through an effective market and an effective government, China has effectively leveraged the “invisible hand” of the market and the “visible hand” of the government.
Accurately grasping the basic national condition that China is a unified multiethnic country and regarding national unity and ethnic solidarity as the overall interests of all ethnic groups and equality among ethnic groups as the cardinal principle for stability, China sticks to and improves the system of regional ethnic autonomy, and strives to promote equality, solidarity, mutual help and harmony among all ethnic groups, in an effort to avoid isolation and rivalry between ethnic groups.
The last is the sound development environment inside and outside the country. China has benefited from the long-term domestic peace and stability for its accomplishments. Stability overrides everything. Without national stability, economic and social development could not be possible. The fruits of development cannot be produced amidst flames of war. China has also benefited from a favorable external environment for its achievements. China stays committed to peaceful development and the national defense policy that is defensive in nature, advocates the community of a shared future for mankind, develops a new model of international relations featuring mutual respect, equity, justice and win-win cooperation, and is dedicated to maintaining world peace and fostering common development. With friends all over the world, China has established diplomatic ties with 180 countries and forged partnership with 110 countries and international organizations, enjoying a worldwide “circle of friends”.
The Chinese nation, with an entirely new posture, now stands tall and firm in the East. The increasingly prosperous country brings infinite pride to its people, but the Chinese nation will by no means rest on its laurels. Remaining true to the original aspiration and keeping its mission firmly in mind, China will surely continue to forge ahead and work hard to usher into a new splendid chapter for the great rejuvenation of the Chinese nation!
