The Modernization of China's System and Capacity For Governance Will Make Greater Contributions to the World

  Recently, the fourth plenary session of the 19th Central Committee of the Communist Party of China (CPC) was successfully held in Beijing. The meeting reviewed and adopted the CPC Central Committee’s Decision on Some Major Issues Concerning How to Uphold and Improve the System of Socialism with Chinese Characteristics and Advance the Modernization of China’s System and Capacity for Governance (hereinafter referred to as the Decision). This is a historic meeting convened by the CPC when the world is experiencing profound changes unseen in a century and China’s development has entered a crucial stage, thus having attracted widespread attention from the international community.

  The fundamental goal of this meeting is to address the problem of institutional building in China’s development. By taking stock of the successful experiences on how the remarkable achievements have been scored over the past 70 years since the founding of the People's Republic of China, we will further improve the socialist system with Chinese characteristics, and modernize China’s system and capacity for governance so as to escort the journey towards realizing the Chinese dream of the great rejuvenation of the Chinese nation.

  As an important outcome of the plenary session, the Decision, which provides guidelines for actions, has sent out four important messages concerning China’s future development.

  We shall uphold and improve the system of institutions for CPC leadership to enhance its capacity for governance. The leadership of the Communist Party of China is the most essential feature of the socialism with Chinese characteristics and the choice of history and the people. Over the past 70 years since the founding of the People's Republic of China, under the leadership of the CPC, the Chinese people have created two miracles of rapid economic development and long-term social stability which have never been seen in human history. Now China has become the world’s second largest economy, the largest trader in goods and the second largest destination of foreign investment, and will soon become the largest consumer market. China has contributed over 30% of world economic growth for many years in a row, more than all developed countries combined, thus having become a well-deserved major driver and stabilizer for world economic growth.

  It is fair to say that without the leadership of the CPC, China could not have scored today’s achievements and enjoyed today’s international status. The secret behind this is that we have made sweeping efforts to strengthen Party discipline and govern the state by rule of law in a comprehensive manner, achieved the expected goal that all the Party members and government officials do not dare to, are unable to and have no desire to engage in any corruption, and successfully tackled the tough issue in the world of effectively preventing and combating corruption.

  We will continue to uphold and give full play to the leadership of the CPC, which is the greatest strength of China's national system and governance system, improve the system of institutions for CPC leadership to enhance its capacity to practice scientific, democratic and law-based governance so that the CPC will remain the strong core of leadership for the cause of socialism with Chinese characteristics.

  We shall stay committed to the people-centered development philosophy and development system and ensure that the fruits of development are shared by all. The seven decades since the founding of the People's Republic of China have witnessed the Chinese people’s ever growing sense of gain, happiness and security. China has basically put in place the world's largest education, social security, health care and grassroots democracy systems that cover the biggest population and realized that the young can be nurtured and educated, the workers be paid, the sick be treated, the old be cared for, the vulnerable be supported and everyone can have a decent place to live in. What needs to be mentioned is that we have lifted 850 million people out of poverty and contributed more than 70% of global poverty reduction. By the end of 2020, we will have completed the building of a moderately prosperous society in all respects, and lifted all 1.4 billion people out of poverty with no one left behind, which will be the largest scale poverty alleviation in the development history of human society. President Xi Jinping also proposed that “clear waters and green mountains are as precious as gold and silver” and made ecological conservation a basic state policy.

  Going forward we will continue to stay committed to the people-centered philosophy, and give full play to our notable strength in ensuring and improving people’s livelihood, enhancing people's well-being and striving for common prosperity. We will establish and improve the systems concerning ensuring people's livelihood, basic national public services, high-quality employment, social security, addressing the relative poverty and ecological environment protection so as to ensure that the people are the masters of the country, meet people's increasing need for a better life, and make all people share the fruits of reform and development.

  We shall stay committed to pursuing innovation in system building and opening wider to the outside world so as to ensure high-quality economic development. China owes its rapid development to its unswerving commitment to taking economic development as the central task and to reform and opening up. The Decision explicitly stipulates that we shall adhere to and improve the system of socialist market economy, comprehensively implement the new development philosophies, improve the system and mechanism for scientific and technological innovation, and build a new open economy at a higher level so as to promote high-quality economic development.

  Now China’s annual input in scientific and technological innovation accounts for over 2.1% of its GDP, surpassing the average level of the European Union and second only to the United States. China has become a pioneer in digital economy, internet economy and sharing economy as well as one of the leading countries in the Fourth Industrial Revolution. The year 2018 marks the first year for the commercialization of the 5G technology in China. The 5G technology has now been available in 40 major Chinese cities and is expected to cover the whole country by the end of 2019, which will enable the enterprises investing in China to develop more efficiently.

  Openness is a hallmark of contemporary China and has injected more vitality into the Chinese economy. China is committed to the basic state policy of opening up, promoting to build an open world economy and making the economic globalization more open, inclusive, balanced and beneficial to all. China will open wider and wider to the outside world and pursue all-dimensional, multi-tiered and wide-ranging opening-up. We welcome all countries, especially South Africa and other African countries and developing countries to ride on the express train of China’s economic development.

  We shall stay committed to planning together, building together and sharing together in global governance and building a community with a shared future for mankind. Only when the world is good will China become better and vice versa. China has always closely combined its own development with the common development of the world. China is committed to building a community with a shared future for mankind, building a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation, actively developing global partnerships, maintaining global strategic stability and opposing hegemonism and power politics in all forms. China upholds the principle of planning together, building together and sharing together in global governance, champions multilateralism and greater democratization of international relations, and promotes the high-quality Belt and Road cooperation so as to achieve open, inclusive, interconnected, common and sustainable development and build a better world.

  Facing the rising unilateralism, trade protectionism and hegemonism, China is willing to join hands with South Africa and other developing countries to maintain close coordination at the United Nations, the G20, BRICS and other international organizations and multilateral mechanisms, firmly support multilateralism, take a clear-cut stand against unilateralism, protectionism and bullying practices, resolutely safeguard the international system with the UN at its core and the rules-based free trade system with the WTO as its center, promote the reform and building of the global governance system, and firmly uphold the common interests of the developing countries.

  Experiences exchanges in state governance are important parts of China-Africa cooperation. China's efforts to modernize its system and capacity for governance will add new dimensions to China-South Africa and China-Africa exchanges and cooperation. In recent years, many developing countries, including South Africa, have been “looking East” to unlock the “institutional code” for China's development miracle. China's successful experiences in development and state governance fully demonstrate that there are no one-size-fits-all rules for each country's development path and it is inadvisable to copy the experiences of other countries. Only by exploring the development path that is suitable to one country’s realities can it achieve self-sustainable development. The successful practice of the path and system of socialism with Chinese characteristics and the state governance system has provided new options for African countries to explore development paths suited to their own national conditions.

  China and Africa have always been a community with a shared future and mutual benefit. China is ready to strengthen exchanges and mutual learning in state governance with South Africa and other African countries and developing countries, jointly explore development paths, systems and state governance models suited to our own national conditions, and provide institutional assistance for African countries to realize self-sustainable development so that China and Africa can achieve win-win cooperation for common development.
